DMC has initiated a "request for qualifications" to solicit responses from "Public Space Design firms" to submit their qualifications to contribute to Destination Medical Center's Heart of the City design and development.

Process Stages: 

Stage I: RFQ: Qualifications will be reviewed by the Community Advisory Committee (CAC) which will recommend to the DMCC and City a short list of qualified firms from whom a RFP will be requested, based on the criteria that follow. The DMCC and City will confirm or modify the finalist list.

• Stage II: RFP: The DMCC and City will issue requests for proposals (RFPs) to the selected/shortlisted firms, each of whom will be asked to submit detailed proposals (including fees) based on a specific scope of services and a project budget and schedule.

• Stage III: Interviews: Some or all of the firms that respond to the RFP may be asked to interview with the Community Advisory Committee. Following interviews, the CAC will recommend a firm(s) to the DMCC and the City for final determination.

 

COMMUNITY ADVISORY COMMITTEE:

The DMCC and City have established a Community Advisory Committee comprised of stakeholders including neighboring residents and businesses, DMCC and City representatives, members of the design and preservation communities, and other civic leaders. The DMCC and the City anticipate that as a part of the programming and concept design process, the project team will meet with this committee initially and periodically throughout the concept design phase to seek input and test design concepts and ideas. The DMC EDA will serve as staff to the project, including providing leadership in the community engagement components of the process.

  • Elected Officials
  • Chateau Task Force

3. Committee Responsibilities/Advisory support to DMCC/City of Rochester

  • Recommend pool of qualified Design Firms for RFP
  • Participate in interviews of qualified Design Firms and recommend finalist
  • Assist in community engagement process
  • Meet with Design Team throughout process to provide input and reaction to design concepts
  • Make recommendations to DMCC and City of Rochester at key project milestones
  • Anticipate 5-8 Committee meetings during 2016 design process

Project Phase Definitions
The following defines the various project phases:
  1. Available - a product, program or service is in production
  2. Develop - program or application is being developed
  3. Plan - idea is solid, stakeholders are identified, and there is strong commitment to go forward from all parties.
  4. Concept Phase - idea scoped out with enough details to give an early sizing and/or to build a proof of concept
    demonstration
  5. Pre-concept Phase - an early idea or a requirement.
About Beam
  • For the commercial sector, we tend to register startup activities (new companies and new commercial projects) that bring diversification and high-impact opportunities to the area.
  • For the non-profit sector, we wish to shine light on all the organizations and services that otherwise labor under relative obscurity.
  • Our hope is that dmcbeam.org will encourage cross-sector collaborations and creative solutions.

While there are a number of registries in the community, dmcbeam.org's  distinct value is to pilot a database with a data structure and categorizations that answer the questions such as: What organizations or projects/programs in our community that have purported relevance with some of the over-arching focuses put forward by initiatives such as DMC, J2G and Health Improvements?

This database could be used as one of the ways to explore the capacities of the community. If you are someone on an exploratory journey to learn about the greater Rochester community. dmcbeam.org could be an interesting first step.
