ACCOUNTABILITY Questions:

What had been promised?  What needs to come first? Who is the owner?

Looking at the August 20, 2015 Randy Staver's letter to DMCC board one would assume a transit and street capacity study would have been delivered by now if not the rest of the details.

Delivering Item 1 on the 5 point plan should be the top priority, notwithstanding the future needs to deliver the rest of the Items.

If strict project management tracking were enforced, the following would have been tracked and some one would be held accoutable to see to it that timely execution is being made:

Per August 20, 2015 Randy Staver's letter to DMCC Board the following issues are to be addressed:

 

 

Deliverables Include:

  1. A Transit and Street Capacity Study to further refine the work in the development plan to determine the feasibility and impact of reducing important urban arterials such as 2ND Street for transit lanes.
  2. Initiation of the federally required Project Planning study for a downtown circulator, looking into more detail into routes, modes, funding, design and operation.
  3. An integrated study of Downtown Parking and Park and Ride needs to determine overall parking needs, the phasing of new parking, changes to parking management structure, funding and more detailed look into the shared parking concept.
  4. Work with the DMCC and DMC EDA to determine the feasible and appropriate Phase 1 priority infrastructure projects and funding. A DMCC budget and CIP needs to be developed, refined and submitted to the DMCC and the City.
  5. Policy and ordinance studies to determine changes in parking requirements, how parking integrates with transit, and land use requirements.

Project Phase Definitions
The following defines the various project phases:
  1. Available - a product, program or service is in production
  2. Develop - program or application is being developed
  3. Plan - idea is solid, stakeholders are identified, and there is strong commitment to go forward from all parties.
  4. Concept Phase - idea scoped out with enough details to give an early sizing and/or to build a proof of concept
    demonstration
  5. Pre-concept Phase - an early idea or a requirement.
About Beam
  • For the commercial sector, we tend to register startup activities (new companies and new commercial projects) that bring diversification and high-impact opportunities to the area.
  • For the non-profit sector, we wish to shine light on all the organizations and services that otherwise labor under relative obscurity.
  • Our hope is that dmcbeam.org will encourage cross-sector collaborations and creative solutions.

While there are a number of registries in the community, dmcbeam.org's  distinct value is to pilot a database with a data structure and categorizations that answer the questions such as: What organizations or projects/programs in our community that have purported relevance with some of the over-arching focuses put forward by initiatives such as DMC, J2G and Health Improvements?

This database could be used as one of the ways to explore the capacities of the community. If you are someone on an exploratory journey to learn about the greater Rochester community. dmcbeam.org could be an interesting first step.
