August 16, 2018 RPS study group on Equity Efforts and Referral Data.

Prior to the meeting, the RPS-Board-sponsored Community Focus Team's Data Subgroup has suggested to the RPS leaders to review a number of research studies on the effects of racial disparities, absenteeism, and disproportional referral rates, as well as recommendations on improving consistency, coverage and communicability of RPS's data reporting

The following gives the public a sense of what took place at the meeting.

Takeaways include:

Superintendent's understanding of and view on:

RPS board vs staff roles and responsibilities and governance model.

Regarding external group's advocacy (CFT Data subgroup referenced materials)

  • None of the reports edict that a set of "Must Do's". RPS district is doing many things already but may not all have been presented to or visible to the school board.
  • His understanding of RPS governance model and caution of board getting into micro-management of RPS admin. Need to trust the cabinet's role. Reminding the training for school board handbook about "governance excellence" and "management excellence"
    • Governance centers on "why", "costs" and "what policies".
    • Management centers on "what", "when" and "who"
    • Board must be careful not to be unduly "pulled in" by outside voices and get itself into "management" scope. Need to trust. And not to have to worry about everything inside the very large system.
    • After Jan. Board election, will convene a training for new board members.
  • Discussions of June reporting format in terms of structure and content.
 

Extensive conversations on data presentation.

  • Graphical presentation for ease of consumption, consistency of presentation month to month.
  • Workload and should there be additional funding allocated come budget? Currently being done by HR director as a side job but will be taken over by new director of secondary education. Should we look at other districts of similar sizes? Should building principals be asked to present their stories?
  • Still must agree what additional data to collect and be presented and how. Have added EL per CFT inputs and what else? Agreement on graphical visualization and can be drilled down to numbers. Need to pro-actively communicate to the community. Must continue to acknowledge we have a problem. General agreement on need of "transparency".  Press release and possibility of a data reporting website.

  • For the commercial sector, we tend to register startup activities (new companies and new commercial projects) that bring diversification and high-impact opportunities to the area.
  • For the non-profit sector, we wish to shine light on all the organizations and services that otherwise labor under relative obscurity.

While there are a number of registries in the community, dmcbeam.org's  distinct value is to pilot a database with a data structure and categorizations that answer the questions such as: What organizations or projects/programs in our community that have purported relevance with some of the over-arching focuses put forward by initiatives such as DMC, J2G and Health Improvements?

This database could be used as one of the ways to explore the capacities of the community. If you are someone on an exploratory journey to learn about the greater Rochester community. dmcbeam.org could be an interesting first step.

Definitions
The following defines the various project phases:
  1. Available - a product, program or service is in production
  2. Develop - program or application is being developed
  3. Plan - idea is solid, stakeholders are identified, and there is strong commitment to go forward from all parties.
  4. Concept Phase - idea scoped out with enough details to give an early sizing and/or to build a proof of concept
    demonstration
  5. Pre-concept Phase - an early idea or a requirement.
